Residence permit for the purpose of visit may be issued to a third-country national who has an invitation letter affixed with an official endorsement.

The conditions of the issue of a residence permit for the purpose of visit
Residence permit for the purpose of visit can be requested on a form regulated by the Hungarian law. Among others, the original copy of the invitation letter endorsed by the Hungarian Immigration and Asylum Office should be attached to the application, so the endorsement of the invitation letter is a precondition of the request for the residence permit for the purpose of visit.
With the invitation letter the applicant verifies the following conditions of the issue of the residence permit for the purpose of visit:
– the purpose of the travel and residence in Hungary,
– the existence of accommodation in Hungary,
– sufficient resources to cover the applicants accommodation, subsistence and travel,
– comprehensive health insurance.
Further conditions should possibly be verified by the applicant in the proceeding for the issue of the residence permit for the purpose of visit:
– valid travel document,
– a permit necessary for the applicant for leaving the country,
– the applicant shall not be under expulsion or prohibition of entry and stay as well as the travel and the stay of the applicant shall not violate the public order, the public and national security of Hungary,
– the applicant shall not be under an alert issued in the SIS for the purposes of refusing entry and stay.
The third-country national may submit the request for the residence permit for the purpose of visit to a consulate officer or at any authority which is authorised to accept applications for residence permit located in the country where the applicant has a permanent or temporary residence, or in the country of the applicant’s nationality. There is a possibility to submit the request for the residence permit for the purpose of visit in Hungary, but Hungarian law allows this only under exceptional circumstances, which shall be verified by the applicant.
The application for the endorsement of the invitation letter
The request for the endorsement of the invitation letter shall be submitted on a form regulated by Hungarian law by the host to the Hungarian Immigration and Asylum Office. A host can be not only a Hungarian citizen or natural person, but a legal person and a foreign citizen (with a legal status defined in Hungarian law) as well.
The immigration office adopts a decision on the request for the invitation letter within 15 days.
According to the invitation letter affixed with official endorsement the host is obliged to provide accommodation and subsistence for the third-country national, as well as the host shall cover the healthcare and travel costs of the third-country national while his or her stay in Hungary. The applicant of the invitation letter shall verify that he or she can fulfil these conditions and shall attach to the request the evidences of these conditions.
If the decision of the immigration office is positive, the host shall send the invitation letter to the invited person. The invitation letter itself does not entitle the invited person to enter into Hungary.
The validity period of the invitation letter and the residence permit for the purpose of visit
The validity period of the invitation letter will be determined in days considering the purpose and the circumstances of the visit. The invitation letter is valid for maximum 365 days. The validity period of the residence permit for the purpose of visit follows the duration of the commitment declared in the invitation letter, but for maximum one year. The residence permit for the purpose of visit can not be extended for the purpose of visit.
The host’s liability
There is a serious liability on the host in case of inviting a third-country national with an invitation letter affixed with official endorsement. In case of the expulsion of the invited person, the costs associated with the expulsion shall be borne by the expelled or – if he or she can not bear the costs – by his or her host. The host shall settle the damages in connection with the breach of his or her obligations.
