There are three different types of permanent residence permits for third-country nationals without Hungarian citizen family member: national permanent residence permit, interim permanent residence permit and EC permanent residence permit. The EC permanent residence permit may be acquired after living lawfully in Hungary for a definite period of time.
The EC permanent residence permit contrary to the residence permits entitles the third country-national to a permanent stay in Hungary: the third-country national who has an EC permanent residence permit is entitled to stay in Hungary for an indefinite period of time.

GENERAL CONDITIONS OF EC PERMANENT RESIDENCE PERMIT
The acquisition of the EC residence permit has tho follwoing general conditions:
- previous residence in Hungary for a definite period of time (the length of this period depends on the title of the previous stay);
- sufficient resources to cover the accomodation and subsistence in Hungary;
- the applicant shall provide proof of having access to comprehensive health insurance services or the existence of necessary financial resources to cover the costs of such services;
- there is no disqualifying reason against the applicant.
There is a list of negative conditions regulated by law which exclude the acquisition of the EC permanent residence permit. Please note that the positive conditions above and the lack of negative conditions shall be proved by the applicant in the proceeding.
PREVIOUS RESIDENCE IN HUNGARY
The EC permanent residence permit may be acquired after 5 years of lawful and continous residence in Hungary or if the applicant has an EU Blue Card, 2 years of previous continous residence in Hungary is sufficient. The calculation of the period of the continous previous residence in Hungary is complex, there may be periods that do not count into the period of residence from this point of view.
The continous residence in Hungary for a definite period of time (5 years or 2 years) shall be proved in the proceeding and it will be examined by the immigration office seriously. The continous residence does not mean that the applicant is not allowed to leave Hungary during this period of time before submitting the application for the EC permanent residence permit, but this right of the applicant is restricted by law so that the maximum of the period that may be spent outside of Hungary is determined.
The EC permanent residence permit may be withdrawn if the conditions of the withdrawal regulated by law are met, so it is highly suggested to get information about these circumstances and to proceed accordingly.
THE PROCEDURE FOR THE EC PERMANENT RESIDENCE PERMIT
Regarding the fact that the fulfilment of the conditions of getting the EC permanent residence permit shall be proved by the applicant, these evidences shall be attached to the application form. The application form and its annexes shall be submitted by the applicant personally in Hungary at the competent immigration office. The duty of the procedure for the EC permanent residence permit is HUF 10,000 that shall be payed at the time of submitting the application. The final decision of the competent immigration office shall be adopted within 70 days from the time of submitting the application.
